The Bob Marley Center used to be in Montego bay near the cruise ship port on a little peninsula. The entrance to the event was pretty secure and chaotic and as the sign says, no weapons or drugs allowed. The only problem is that the place was easily accessible from three different sides that were relatively unguarded, so weapons and drugs had easy access. Despite this in the 20+ years I attended splash I saw very little violence, the occasional fight or pick pocket getting beaten to a pulp, but no real violence.
